  1. Street Vendor Status: Must have been vending in urban / peri-urban areas as of 24 March 2020 or identified in the ULB (Urban Local Bodies) survey. 

  2. Documentation / Proof:

    • Possession of Certificate of Vending / Identity Card issued by ULB, OR

    • Identified in ULB survey without certificate (a Provisional Certificate may be generated), OR

    • Vendors excluded from the survey or those who started vending later but issued a Letter of Recommendation (LoR) by ULB / Town Vending Committee (TVC). 

    • Vendors from surrounding areas (peri-urban / rural) vending within ULB limits with LoR. 

  3. Other Conditions:

    • Bank account in the vendor’s name (active) for disbursal. 

    • Mobile number linked with Aadhaar / KYC compliance.

    • No requirement of collateral or security.

The scheme is applicable across all States/UTs that have notified rules under the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014 (except where state laws differ).

With its 2025 revamp, PM SVANidhi offers the following improved benefits:

1. Working Capital Loans (Tranche Structure)

  • First loan / 1st tranche: Up to ₹15,000 (increased from ₹10,000 earlier) 

  • Second tranche: Up to ₹25,000 (previously ₹20,000) 

  • Third tranche: Up to ₹50,000 maximum limit (unchanged) 

Tenure for each tranche differs—first tranche is for 12 months, second may extend up to 18 months, and third up to 36 months. prepayment penalty is charged if vendors clear the loan earlier. 

2. Interest Subsidy

Vendors who repay their loans on time or early receive an interest subsidy @ 7% per annum, credited directly to their bank accounts (usually half-yearly). 

3. Digital Transactions Incentives

To promote digital payments, the scheme offers cashback rewards:

  • For early years it was up to ₹1,200 per annum; in newer rules this is boosted (vendors may now receive up to ₹1,600 as cashback on digital transactions). 

  • The more digital transactions (UPI, etc.) you do, the more reward you earn.

4. Credit Card Scheme

Under the 2025 revamp, vendors who successfully repay the second tranche may be eligible for a UPI-linked Rupay credit card (limit ~ ₹30,000) to help manage working capital / emergency needs. 

5. Scheme Extension & Budget

  • The scheme’s lending / operational period has been extended to 31 March 2030 (earlier ending date was December 2024). 

  • The total financial outlay for the revamped scheme is ₹7,332 crore, with new targets to benefit more vendors.

6. Capacity Building & Welfare Support

  • The scheme also provides training in financial literacy, digital skills, marketing, hygiene and food safety, especially under its “SVANidhi se Samriddhi” component. 

  • Supplementary support like Lok Kalyan Melas to integrate vendors into government welfare schemes. 


🖥 How to Apply Online: Step-by-Step Process

Here’s how a street vendor can apply for PM SVANidhi via the official portal:

  1. Visit the official PM SVANidhi portal: pmsvanidhi.mohua.gov.in (or via CSC) 

  2. Click on “Apply for Loan” / “Applicant Login / New Application” tab. \

  3. Enter your mobile number, captcha, and OTP verification.

  4. Select vendor category (Certificate / LoR / Provisional) and enter your Survey Reference Number (SRN) or vendor ID. 

  5. Fill in personal details, address, bank account information and upload mandatory documents (Aadhar, Certificate of Vending / LoR). 

  6. Choose the lender / bank branch for loan processing.

  7. Submit the application. After verification by the lending bank, the loan is disbursed to your bank account.

  8. You can also apply via Common Service Centres (CSCs) for assistance with form filling and submission. 

Processing time generally takes 7 to 10 working days, provided documentation is complete. 


⚠️ New Rules & Key Changes to Watch in 2025-2026

  • Extended scheme duration to 2030 (vs earlier 2024) for loan disbursal and operation. 

  • Higher initial loan limits: ₹15,000 as first tranche (up from ₹10,000). 

  • Stronger digital cashback rewards (up to ₹1,600) to push adoption of digital payments. 

  • New credit card access (UPI-linked Rupay cards) for vendors who complete second tranche repayment. 

  • Vendors must continue to maintain standard account status (i.e. non-non performing) for interest subsidy eligibility. 

  • No change in collateral / margin / security / processing fees — these remain NIL.
